Well most (except for Scott) might think it was Shorty Rollins finishing 4th in pts & winning ROY in 1958 but it wasn't.

40 years ago he won ROTY and is racing his final season by running more then half the ARCA races. Big hint.

Yes Open it was James Hilton, who in 1966 finished second in the championship standings as a Rookie driver.
