According to True Value Modified Racing Series founder Jack Bateman, any NASCAR Whelen Modified Tour driver who fails to qualify for their race on "Modified Madness" weekend, will be allowed to attempt to qualify for the TVMRS event.
This comes directly by phone from the man himself, and is NOT just a rumor.

I honestly do not know the answer, but this is my best guess.
Each Modified Tour/Series has their "star player", and I believe with this rule in effect they hope to have mostly their "own" drivers in their respective Tour/Series main event.
This event is a great chance for drivers from each Tour/Series to showcase their talents before not only a diverse audience of various Modifed racing fans, but also of sponsors and car owners. So, in my opinion, by keeping the Tour/Series drivers seperate more top drivers will have a chance to shine at the "Modified Madness" event.
