Only twice in the history of Tour Type Mod competition at New Smyrna, (1976 to present) has a driver won the Series championship without winning a race. Name the driver, and the years he did it.

Sorry Rich, not Bugsy. Hint: The driver in question is a 3 time New Smyrna Mod champ and a winner in Modified Tour competiton as well, but unfortunatley is no longer an active competitor.
